The catalyst behind Monday’s sharp downturn was PG&E’s statement on amended California Senate Bill 492. While the company acknowledged that the revised legislation aids wildfire survivors and enhances disaster preparedness, management explicitly noted that SB 492 fails to establish a sustainable long-term solution for California’s wildfire framework.
Crucially, the bill lacks provisions to recapitalize or restructure the state wildfire fund or institute a legal liability cap, leaving utility operators exposed to potentially uncapped financial liabilities past 2030.
Analyst Downgrades and Price Target Slashes
The legislative shortfall triggered swift sell-side downgrades across major analyst firms. Joining the negative sentiment on Tuesday, BofA Securities downgraded PG&E to Neutral from Buy and slashed its price target to $13 from $24, citing elevated wildfire liability risks.
This follows actions from Mizuho analyst Anthony Crowdell, who downgraded PCG from Outperform to Neutral while lowering his target to $16 from $21, and BMO Capital analyst James Thalacker, who cut the stock from Outperform to Market Perform with a $21 price target (down from $28) to account for uncapped exposure beyond 2030.
Analysts emphasized that while management is expected to outline an updated capital allocation plan shortly, corporate operational shifts alone will be insufficient to restore investor confidence without structural legislative support.
